The SIPA GovGrants Program — the Statewide Internet Portal Authority’s largest grant initiative — is currently accepting applications for its Spring 2026 cohort through April 10, 2026. With grants starting at $25,000 and no hard upper cap, this program has already distributed over $30 million across more than 80 awards since launching in 2024.

What Is the SIPA GovGrants Program?

The SIPA GovGrants Program is Colorado’s premier civic technology grant program, designed to fund high-impact improvements to digital government service delivery at all levels of government. Administered by the Statewide Internet Portal Authority (SIPA), the program supports Colorado’s mission to be a national leader in civic technology.

Since its 2024 launch, SIPA GovGrants has funded more than 80 awards totaling over $30 million for Colorado governments — from state agencies to local municipalities, special districts, public schools, and universities.

Who Can Apply?

Any Colorado government entity eligible to purchase products and services through SIPA can apply. That includes:

  • State agencies
  • Local governments
  • Special districts
  • Public K–12 schools
  • Public colleges and universities

The only requirement is an active Eligible Government Entity (EGE) Agreement with SIPA. SIPA already has over 1,000 active EGE agreements in place, so there’s a good chance your organization is already eligible.

What Makes a Strong Application?

SIPA evaluates proposals based on five core criteria:

  1. Strong connection to SIPA’s mission — Does it advance efficient, effective delivery of government services through innovative technology?
  2. Clear theory of change — Is there a well-defined problem, a proposed solution, and measurable outcomes (not just outputs)?
  3. Demonstrated implementation capacity — Can your organization realistically execute and sustain the project long-term?
  4. Impact proportional to risk — Larger, higher-risk requests should demonstrate proportionally higher potential impact.
  5. Scalability/Replicability — Can the solution scale within your jurisdiction or be replicated across other governments?

How to Apply

Applications are submitted via the SIPA GovGrants online application form and are due by April 10, 2026. Your submission will require:

  • A completed Applicant Budget Template (required format)
  • A narrative proposal (can use the optional Applicant Worksheet or your own format)
  • Review of the SIPA GovGrants Program Manual — SIPA strongly recommends all applicants read it before submitting
